Huh?

Microsoft has said several times that Windows 7 SP1 would not include any new features specific to the operating system, but would instead be composed of the security patches and nonsecurity fixes that had already been issued via Windows Update.

Okay, then if all patches have been installed along the way....

Good question. It seems they aren't saying what's inside.  I did a bit of searching. The only thing I found that I didn't know MS has, is a service pack center:

Service Pack Center - Microsoft Windows
Don't worry about avoiding temptation. As you grow older, it will avoid you.

Maybe it's mostly for Computer Techs who install the same OS on a large number of computers that are the same model.
