Bob - That has happened to me on my work computer.  I wind up closing the tab and clicking again, and most of the time that works for me.

Okay, I was thinking that maybe it was a tcp/ip connection limit which should show up as an event id 4226. Can't think of anything else offhand but gimme a few.

Anything showing up in the event log? I'd doubt the browser itself so perhaps there's something in the event log that'll yield a clue.

This is the situation > You all know my connection situation but with patience I manage most of the time but there are times when in IE8 I open a new blank tab to type an address or pick a favorite.  The new browser window will just not navigate.  It's like I am not online.  Oh, it acts normal at first glance and shows "waiting for www.//website in the progress bar (?) but never finds it.  Is it possible to have a faulty browser that will just not navigate now and then?  Usually the original browser operates like it should during those situations.
