Okay I have heard people talk about backing up all of your data before a fresh install.  I was always under the impression that when your computer locked up and you could no longer get into it, you just lost everything.  Is that true? or is there a way to back everything up, while your computer is locked up?

Well, not while it's locked up. If the hard drive is still good, there are ways to save data, depending on how much time and effort one is willing to spend. 

Before going down that road though, what's happening to what computer?

You could possibly get your data off by using a live CD.

Okay, im getting a blue screen and windows wont start, not even in safe mode

Rachelle - Can you get into safe mode?

You may have to hit F8 a bunch of times when it's booting to catch it at just the right time.
