The Obamites controlling the money being spent shut off the faucet periodically during the month so they could show one month of surplus.  It's like regular folk do by putting off paying a bill to the next month.

I saw mention of this today and I can't imagine it going away, it's too big IMO.  Surely the details will come out eventually and before the election I would hope.
The basic difference in the two presidencies - the former was mostly ethical making missteps along the way now and then and massive blunders on occasion, and the current 'regime' which will go to any and all lengths to get it's way.
